The GUCII Project Manager ensures overall management of the design, development, integration and deployment of the Single Window for Commerce and Industry (GUCII). He coordinates all program stakeholders to guarantee the delivery of a secure, efficient digital platform that meets client requirements as well as international project management standards. He is responsible for achieving objectives in terms of quality, costs, deadlines, safety and risk management.

This post is — and it’s not. This position is not just a coordination or reporting role. The GUCII Project Manager is responsible for the overall success of a national strategic digital transformation program. It must be capable of simultaneously orchestrating the technical, functional, organizational and institutional dimensions of the project, while ensuring the convergence of the interests of multiple public and private stakeholders. The person sought is a leader capable of making decisions, anticipating risks and driving change in a complex environment with high visibility.

What you will build

  • Define and maintain the project master plan, milestones and strategic priorities, ensuring compliance with contractual, budgetary and calendar commitments.
  • Organize and lead the steering, monitoring and governance committees, and produce regular reporting to key stakeholders.
  • Ensure the identification, assessment and treatment of risks likely to affect the success of the program.
  • Coordinate interactions between business teams, IT department, partner administrations, integrators and service providers.
  • Supervise the execution of development and integration activities (ReactJS, NodeJS, Python, Java), and ensure compliance of the technical architecture.
  • Define and monitor the quality strategy, supervise user tests and recipes, and manage production releases and stabilization plans.
  • Contribute to the strategic development directions of the platform and support teams in the adoption of Agile methodologies.

Profile wanted

Non-negotiable culture: The GUCII Project Manager plays a central role in the success of a national digital transformation program. He must demonstrate a proven ability to manage complex projects involving several public institutions, technical partners and service providers. Leadership, rigor, diplomacy and results orientation are essential qualities to succeed in this position.

The ideal profile holds a Bac+5 in Project Management, IT, Information Systems or equivalent field, and has 10 to 15 years of experience in managing complex IT projects, with significant experience in digital platforms, e-government or large-scale digital transformation. He/she has solid experience in systems integration, interoperability and coordination of multiple stakeholders, as well as excellent knowledge of application architectures, APIs and information systems security. Leadership, rigor, diplomacy, excellent communication and negotiation skills, and strong customer orientation complete this profile; PMP, PRINCE2, Scrum Master or Agile certifications are a significant advantage.
