The MDC Project Manager (Maison du Citoyen - Burkina Faso) ensures overall management of the design, development, integration and deployment of the Maison du Citoyen (MDC) platform. He is responsible for the proper execution of the project from the scoping phases to the production of dematerialized services, while guaranteeing compliance with functional, technical, organizational and regulatory requirements. It also ensures that solutions comply with the target architecture, security standards and strategic objectives of the digital transformation program.

This post is — and it’s not. This position is not just a project coordination or administrative monitoring role. The MDC Project Manager acts as a true conductor of digital transformation, capable of piloting complex programs involving multiple institutional stakeholders, modern technologies and strategic public service issues. The person sought must be able to ensure effective governance of the project, manage risks and guarantee the delivery of efficient digital solutions for the benefit of citizens.


What you will build

  • Define, plan and manage the MDC project roadmap, ensuring compliance with cost, deadline, quality and safety objectives.
  • Organize and lead the steering, monitoring and governance committees, and produce progress reports and performance indicators.
  • Implement a risk management and problem resolution system.
  • Ensure coordination between the client, AMOA, business departments, technical teams, integrators and partner administrations.
  • Oversee development and integration activities, ensuring compliance with the target architecture (microservices, Kubernetes, API Management).
  • Define and manage the quality strategy, supervise user tests and recipes, and ensure the preparation and coordination of production releases.
  • Supervise training and skills transfer to client teams, and support the adoption of new digital services.

Profile wanted

Non-negotiable culture: The MDC Project Manager plays a determining role in the success of a national program to modernize public services. He must demonstrate solid experience in managing complex digital projects, as well as a recognized ability to unite teams and manage environments involving multiple institutional stakeholders. Leadership, strategic vision, operational rigor and results orientation are essential to succeed in this role.

The ideal profile holds a Bac+5 in Project Management, IT, Information Systems or a related field, and has 10 to 15 years of experience in managing complex IT projects, with proven experience in digital platforms, e-government or digital transformation of the public sector. He/she has solid experience in microservices architectures, APIs and systems integration, masters Agile and traditional methodologies, as well as collaborative tools (Jira, Teams, SharePoint, Microsoft Office). Recognized leadership, organizational skills, autonomy and strong customer orientation complete this profile; experience in project crisis management and PMP, PRINCE2, Scrum Master or Agile PM certifications are a major asset.
