The MFFE Project Manager ensures overall management of the design, development, integration and deployment of the digital platform of the Ministry of Women, Families and Children (MFFE). It coordinates all stakeholders in order to guarantee the provision of efficient, secure and accessible digital services to citizens, while ensuring compliance with the functional, regulatory and operational requirements of the program.

This post is — and it’s not. This position is not only a technical coordination or administrative monitoring function. The MFFE Project Manager is a strategic player in the digital transformation of the public sector, responsible for uniting business, technical and institutional teams around a common vision. He must be able to manage complex projects with strong social impact, manage multi-stakeholder environments and guarantee the achievement of the program's quality, deadlines and performance objectives.


What you will build

  • Define and manage the project roadmap and its main milestones, ensuring compliance with cost, deadline, quality and safety objectives.
  • Establish governance and reporting mechanisms, and lead the steering, monitoring and validation committees.
  • Identify, analyze and manage risks likely to affect the program.
  • Ensure coordination between the client, the IT department, business departments, institutional partners and service providers.
  • Supervise development and integration activities (ReactJS, NodeJS, Python, Java) and guarantee interoperability with partner systems.
  • Define and manage the quality strategy, supervise user tests and recipes, and ensure the preparation and success of production releases.
  • Support change among users and contribute to the overall strategy for deploying the ministry's digital services.

Profile wanted

Non-negotiable culture: The MFFE Project Manager occupies a central position in the success of a national program with strong social impact. He must demonstrate excellent ability to manage complex projects, mobilize multidisciplinary teams and evolve in demanding institutional environments. Leadership, organizational skills, results orientation and ability to influence are essential qualities to succeed in this role.

The ideal profile has a Bac+5 in Project Management, IT, Information Systems or a related field, and has 10 to 15 years of experience in managing complex IT projects, with proven experience on digital transformation or e-government projects involving several public institutions. He/she masters Agile and traditional project management methodologies, has a good understanding of application architectures, API and cybersecurity, and uses collaboration tools (Teams, SharePoint, Microsoft Office). Recognized leadership, strong analytical and problem-solving skills, and ability to bring together multidisciplinary teams complete this profile; PMP, PRINCE2, Scrum Master or Agile PM certifications are highly appreciated.
